The State Electricity Regulatory Commission (SERC)is empowered by the State Council to perform administrative and regulatory duties with re-gard to the national electric power sector in accordance with laws and regulations.
Major Responsibilities:
1.Responsible for the overall regulation of the national power sector,es-tablish a coherent system for regulatory organization and exercise direct leadership over its regional branches 2.Develop laws and regulations,as well as relevant amendments,onsector regulation,formulate regulatory rules for the sector;establish rules for elec-tricity market operations 3.Participate in formulation of development plan for the sector;propose development pians for electricity markets and market designs for regional power markets.Review and confirm operational structure for the electric-ity market,and setup of electricity trading arrangements 4.Monitor electricity market operations ,ensure orderly and fair competi-tion in the market,regulate transmission,distribution and non-competitive generation businesses 5.Participate in stipulation and enforcement of safety and technical standards, quantitative and qualitative codes for electricity industry,issue and maintain business licenses,enforce environmental laws,regulations and maintaim business licenses,enforce environmental laws,regulations and standards for the sector in coordination with relevant environmental protection agencies 6.Propose tariffs and adjustments to government pricing authority on the basis of market conditions,review tariff levels,and regulate fees and charges for ancillary services 7.Investigate any possible violations of laws and regulations by market participants,and resolve disputes among them 8.Supervise the implementation of universal service provisions policy;propose revisions to such policy,provide statistics and information of elec-tricity market 9.Organize the implementstion of sector reform programs in accordance with the direction of the State Council,and propose options to further re-form 10.Assume any other duties delegated by the State Council
